I am scoring 500 marks in neet ug 2019. Can i get a government college in uttar Pradesh?

You haven't mentioned your Category. Neverthless, in 2018 under State Quota, the cut offs for various Categories have been as follows:

General Category: 468
OBC: 429
SC: 372
ST: 169

So it is a bleak chance if you belong to General Category. But if you belong to Reserved Categories, you have fair chance at a Government Medical College. Having said that, cut offs change every year and are dependant on various factors like no.of seats available, no.of candidates appearing for the exam, top NEET score and difficulty of the exam. Yes. You have a chance at either Dr. Ram.Manohar Lohiya or UP Rural Institute of Medical Sciences.
