Actually in this case there is only one way you can do. You have to go to the institute where you have completed your MSc with admission letter or any other evidence that you you had continued your MSc program. You also have to take your identity card. And proper design later why you did not collect your certificate . At first you also have to contact to the institute of the  by there official website.
