All those who belong to the  state of J&K are ineligible of the 15% All India Quota and incase you wish to claim 15% AIQ then you need to fill a self declaration. But since you have completed your studies from CBSE and in HP then you as per the records do not belong to jammu and kashmir and so you are eligible for all india councelling. But incase you want to claim the J&K state quota, you are required to visit JKBOPEE Srinagar or Jammu (depending on the month you visit) and ask them to add you name in the list of medical student in the state. But in this case, you will loose your 15% quota claim across india.
I am providing you some contact details for JKBOPEE. I sugest that you once try to contact them and get all your doubts cleared. As far as i know, if you have a state sbject, then you can claim the quota in J&K but at the cost of giving up your 15% quota of AIQ seats. But yes ofcousre you will be able to get 85% state quota in HP if you have a domicile there.
