As you have born in Rajasthan and has Rajasthan domicile certificate so you cannot register yourself for Gujarat NEET counselling for 85% state level quota even though you are studying in Gujarat. If you are interested in taking admission in government medical colleges of Gujarat then you need to apply through 15% All India Quota. Through All India Quota you can take admission in government medical colleges of Gujarat.

In order to apply for state counselling of Gujarat colleges you must have domicile of the state.

In order to be eligible for domicile of Gujurat state you have to be born in Gujarat and then completed 10+2 education in state or if you are born outside Gujarat then you must have completed 10+2 education in state and also living in gujurat for 10 consecutive years

So based on your information you must have completed 10+2 in gujarat as well as living there for 10 years to apply for state counselling
