Dear Rohaan, Jammu & Kashmir has opted out of 15% of All India Quota. It has 100% State  Quota along with Telangana and Andhra Pradesh. So if you fulfill the domicile criteria of Jammu and Kashmir, you will be eligible for 100% State Quota. If you have a Permanent Residence in Jammu and Kashmir and have been in Chandigarh only for coaching, you are eligible for Jammu and Kashmir domicility and thereby are eligible for 100% State Quota in NEET.
