I am from haryana state but I am studying 11 and 12 classes in Chandigarh can I have Chandigarh state quota????

Sorry but you can't. To get a benefit of a particular state is to have domicile of that state. And in order to get domicile you need to stay in that particular state for 10 years so you wont get Chandigarh state quota. Then go for Haryana only!

You can apply for state quota only if you have the domicile for that state.
So you have to find out the criteria for Chandigarh domicile and if u are eligible u can apply for the domicile in Chandigarh.
Hence when u get the domicile u will be able to apply for state quota.
