see candidates who are from general category, dont have any other category certificate ,  family income is less than 8 lakhs per annum, also who does not have any of the following properties are eligible to ews category,

5 acres of agricultural land and above;

Residential area of 1000 sq ft. and above;

Residential plot of 100 sq. yards and above in notified municipalities;

Residential, plot of 200 sq. yards and above in areas other than the notified municipalities

now ews certificate is issued by state authority, now as you have already caste category you may not get ews certificate.
