Well, at that time of counseling of a round, all your documents and certificates will be checked. If you can’t produce the relevant certificate at that time, you will be disqualified from that category. But, you will not be offered a seat in the open category in that round since you did not figure in the queue for the open category in the that round.

Now, you will be considered an open category student provided you are above the open category cut-off. Next, if you do qualify as an open category student, in the next subsequent rounds you will join the queue as an open category student and will be offered a seat if one becomes vacant.
