Yes, absolutely you can go for second round counselling in case you didn't got alloted the seat according to your choice previously and cancelled the allotted seat.

You can freely go for next round of councelling in order to get the seat alloted according to your choice. During the second round councelling all the vacant seats are alloted which are left after the seat allotment for the 1st round councelling students is completed.
