I hope you are doing good,

YES you can definitely attend the second phase of counselling in EAMCET.

If in 1st phase, You cancelled a seat by not reporting to college and choose your online commitment as a withdrawal / cancel and take part in a phase 2 consultation to get the best seat you like. You need to sign in to the candidate portal and select a commitment on or before the last to select a commitment. You will still be eligible to participate in phase 2 counseling.
