Instruments and control Engineering is a course on instrumentational Engineering and can also be called a subset of electrical engineering. You can apply for this degree after your 12th boards and as in your case a diploma in engineering is definitely applicable. One must have a minimum of  60% in any relevant qualifying examination to apply for the degree. Some colleges may even have an entrance exam for selection of  candidates.
