Yes,you can select Gen-Ews as your category in next year jee mains,just that you need to have certificate of the category at the time of documnent verification.

Yes of course you can apply for fresh registration in JEE-Main 2021 with Gen-EWS category and note that there will be no any relation with JEE-Main of this year. If yo have not applied for EWS Reservation this year then you will be getting your seat under General category.

However I would recommend you to use JEE-Main College Predictor to predict the chances of your admission in different colleges  based upon your percentile and category of this year JEE-Main :-
