If you are enquiring regarding AP PGECET (M.Sc, M.Com, MA etc) counselling then the registration for second round has begun February 17, 2022. The candidates who haven't registered for first phase counselling can register for second phase counselling as fresh candidate however, fresh registration for the already registered candidates in first phase counselling is not allowed. The candidates who have registered for first phase counselling can directly exercise web options from February 25, 2022 to February 27, 2022. So you cannot upload your income certificate for second phase counselling as the registration and the document verification is already done.
