Hello Manish, No, there is no chance of getting any colleges under all India quota in either Haryana or UP. The closing rank for SC candidate in Haryana was 43161 in SHKM GMC, Nalhar, Mewat, Haryana in 2018 and in UP the closing rank was 50522 in Government Medical College, Jalaun. So, I would suggest you apply for private colleges because getting an AIQ seat at this rank is almost impossible.
