Acc to previous years cut off analysis which is subjective as cut off ranks change every year depending upon a no of factors such as no of applicants , level of difficulty of neet that year so nothing can be predicted with 100% sureity,last year (cut off rank )cr=40268 for punjab through All india quota and cr= 35349 (du internal)for delhi through state quota cr = 65197 for delhi through state quota , so if we look at previous years cut off you might not have a chance

You have a decent score in sc category but you belong to Delhi which is a State of higher cutoff so your chances of getting a government medical College is very low in state quota. In Punjab in AIQ also you have less chances of getting a government college either medical or dental.
