Yes,but only on management and NRI basis basically by giving heafty money to the college you can get a seat which is from the NRI quota.

Remember by this way, you can get into only those colleges which are privately owned.

You cannot get into a government college by paying heafty money to anyone.

So in case you want to study in any government college Ex L.D, IITRAM, VGEC ETC you will have to give Gujcet exam and should have decent marks.
