Well the score that you have gotten in neet is pretty low considering getting a seat in government college. Army college of dental sciences have a very good reputation and a high cut off is announced for all the different courses. Getting a seat is very difficult and might not be possible. Consider other courses. Because even category also won't be able to help you.
