i got 141 rank in ap pgecet under cse,im bc-e female candidate,can i get seat in andhra/jnt/sri venkateswara university without gate?

Firstly Congratulations on scoring such a good rank!

Yes you do hold very high chances of getting into the colleges you have mentioned.

Andhra University, Jawaharlal Nehru Institute of Technology and Sri Venkateshwara University, all these colleges declare a cutoff list for each of their courses. And depending on the previous cutoff list, yes you do hold  preferably a very strong chance.

The basic difference is that the person who qualifies Gate he will get admission in college For M.tech but he will not receive any stipend and a gate qualified person gets stipend.
