cutoff for GATE CSE paper is 19.0 for SC category. You have qualified the exam but your  score is very less. There is very less chance to get NIT campus as you have to apply for CSE branch only for MTech. Other streams have less cutoff. You can try for low ranked NIT campus.

Better to look for government college in your domicile state and apply for MTech. it will be a secure option for you and there is high chance you will get an admission through reservation category.
