Since it is difficult to get admission through JoSAA Counselling at 21 percentile, you should definitely sit for the second attempt.

Don't doubt yourself or your capabilities, you can definitely do it and crack the exam with the right preparation strategy and mindset. Plus, you have ample amount of time to prepare and improve your score. My suggestion is that use this time well and effectively prepare for the April session. The second session is a chance for you to improve your score and get top colleges and branches.

Answering to your question, Yes of course you can try for 2nd attempt and you can do it. Just believe in yourself and try hard before that you just go through the questions yiu have answered for getting clear picture to know what  areas need to be improved. if you have done this then there is nothing is going to stop you and remeber that there are 4 attempts for JEE Mains.
