Since you have not specified in the question that the rank you mentioned is your category rank or CRL rank so it is quite difficult to guide you with an accurate information. If we consider it as a CRL rank then according to the rank and category you can get top NITs like NIT Jamshedpur, NIT Uttarakhand, NIT Jaipur as per previous year's cut-offs which you can check from the link given below :-

Now if you have mentioned your category rank then you can get some lower NITs like NIT Arunachal Pradesh, NIT Goa, NIT Meghalaya and so on if you deserves Home state quota for them.

As you have secured 21000 rank in JEE mains from SC category then it is impossible for you to get a seat in NITs in josaa all rounds counselling.

Because for getting seat from SC category in these colleges you must have to secure at least under 6000 SC rank. And your rank is much higher than 6000 then there is no chance that you can get a seat.
But there is a chance that you can get some of the good NITs like you can get NIT Warangal, NIT Trichy or MNNIT Allahabad in CSAB ROUND COUNSELING.

If the seats remain vacant then you have a good chance to get seat in a good NITs during csab counselling.
