With this score fetching a bhms seat under all india quota would be extremly difficult.
I would like to being this to your notice that 85 % seats are reserved for the natives of any state and rest 15 % are left open for candidates from all over the country..
So if you have domicilio of any state then you can participate in the ayush councelling of that state.
Since you are from a reserved category so you night get a government or a private seat.
As of now its difficult to put forward any specific prediction . Registration for the  State ayush councelling is likwly to begin from the first week of september, so make sure that you keep yourself updated about all the necesary information about the councelling process..Do visit the official site regularly.

As you have mentioned that your neet score is 223 marks which indeed are very less to get into a government medical college for BHMS.. And as you fall under sc category, you might have scored at least 360+ to get a government seat..

If we look over previous year's cutoff then your chances to get a seat is almost negligible...

But for an another option you can get some private medical colleges for BHMS course... The only difference is that the fee might be high as compared to the government colleges...
