A free seat is a seat allotted under Convener quota in AP Eamcet.In Simple Words,if you have been allotted a seat in the counseling itself then that seat is called as a free seat because you don't pay any extra money to buy that seat unlike the seats under management quota i.e. a free seat is given by the government based on your Eamcet rank and some other factors like reservation,seat availability etc.So,all the seats given under AP Eamcet counseling are all free seats.

If a rank is good enough to be eligible to get a seat in a college,it does not guarentee you a seat in that college.It only means that you have chances of getting a seat in that college.The cutoff trends change every year based on the number of students appeared/attempted , exam's difficulty level etc.As these are not constant,one cannot consider that they will surely get a seat in a particular college or rank.Even the college predictors and rank predictors lets you know about your chances and they and they are predictions.SO,they should be taken as second option instead going for them seriously.
