As you have got only 270 in neet, its really difficult to get in bams even as the candidate are many in up state. 

Though you have obc, depending on no of seats you might try out in counseling but there are unfortunately very rare chance to get in any course with this marks in up state. 

The cut off is very high this year.

The cutoff in National Eligibility cum Entrance Test that is,NEET is subjected to variations every year depending upon the number of candidates appearing for the examination,the difficulty level of the question paper and the reservation category of the candidates. This year the cutoff went to high.
If we take into consideration the Previous years cutoff your marks are very less to get you a government BAMS seat. A score of 480+ would be favourable for an OBC category student to fetch a government seat for BAMS.
