Sorry but No. You cannot be able to get a free seat since you did not able to secure your rank in the minimum qualifying range. Had you had scored within a rank range of 20000 even, we could have taken into consideration. So chances of getting a free seat seems to be possible. Hence it is suggested for you to give an another try so that you can prepare well and score more so as to be in the minimum qualifying range and can be able to get a free seat.
