As per Details provided by NTA, For the session of 2021, there is no such rule applicable for minimum percentage in Class XII Exam . So , You are eligible for NIT, IIT. However, the admission criteria depends on JEE rank. You should  have attempted JEE advanced in order to get admission in IITs. The condition for no minimum percentage is waived only for this year. The XII eligibility criteria is not defined for next year yet.
