hi panchangam ,

thank you for approaching . yes , you can participate in the second counselling even if you have paid fee in the college alloted to you in the first counselling . if you get a better choice in the second counselling and your are willing to join in that college then your admission and the amount you paid in the first college with get tranafered to the college alloted to you in the second round .
