The minimum marks required for a student of your category in a government college in westbengal is more than 450 in many colleges for first counselling,  but you can also get into the top colleges in second and third counselling. 

For the state quota, the minimum marks required for a state quota student is also more than 430.

As you didn't get the required marks, you might not be able to get into the colleges.
