To get free seat your rank must be within 10,000. Since your rank is above 10,000 you are not eligible get free seat. However, if you belong to SC/ST category and if your parents' annual income is up to two lakhs then you will get free seat irrespective of your rank which means that you do not have to pay the tuition fee for the entire duration of the course.
