Hi there,
With the marks of 405/720 in NEET 2019, yes you're eligible for a government MBBS seat in Andhra Pradesh in SVU area as the last year's cutoff for your category was at the rank of 80872 for the marks 395 which means you'll be close to the cut-offs. The closing rank was for ACSR Government Medical College, Nellore at the rank of 102977 with the marks 369 in SVU area under ST category for 85% State Quota seats.
