If you get 41 marks in ts pgecet then your rank should be between 11500 to 13600.
It is difficult to get admission in any goverment college in cs at this rank in ts pgecet.
But you may apply for private colleges those accepts the rank of ts pgecet for admission in college. Their are multiple private colleges.
