Your percentile is not so good so you cannot go for the good government colleges, but there is no doubt that you can do engineering.

Many good private colleges gives students the chance to get in admission even with a low percentile.

As you have mentioned that you have scored  44.33% in JEE mains. Let me tell you that it would be difficult to predict whether you will get admission in engineering or not. Because admissions totally depends on the rank wise cutoff of any candidate. Which is decided according to the number of seats available, number of candidates appearing for the examination, difficulty level of the question paper, the cutoff for 2019 , and many more factors.

If we look over all these factors, you percentage seems to be less accordingly to get admission in any government engineering college.
