As per your question I want to mention that as you haven't mentioned your home state hence it's difficult for you to get a seat in any NIT's providing B.Arch courses with a OBC category rank of 4491 considering you are from other state. Now according to the previous year cutoffs vs rank trends you should get a seat in NIT Hamirpur and NIT Raipur only if you are from Himachal Pradesh and Chhattisgarh respectively as in the previous year the home state closing rank in OBC category in these two institutes were 15232 & 4648 respectively. Otherwise its pretty difficult for you to get a seat in any NIT's considering you belong to other state.
