489 is an average score in Neet. You know that the cutoffs change every year so it is quite difficult to predict. Now going by last year cutoffs, it would be difficult to get any government medical college as well as government quota seats in private medical college as the cutoffs are above 500 marks under 85% state quota. Last year, Shri Ramakrishna Institute of Medical sciences and Sasanka Hospital had the lowest cutoffs of all which was 506 marks.
You can check the cutoffs here http://medicine.careers360.com/articles/neet-cutoff-west-bengal
But keep in mind that these are based on previous year data and this year it might change. So I would suggest you to use Neet college Predictor tool to know where you have good chances of getting admission http://medicine.careers360.com/neet-college-predictor?icn=QnA&ici=qna_answer

Hello dear student,

It will be filled difficult for you to get any medical college at this rank with this marks even under 85%  state quota. While you can get admission under management quota seat very easily with this much marks. Here I am attaching a link kindly check that out and it may help you.
