Taking the fact that the cutoffs vary every year into consideration it cant b said that with this score you are in a safe zone for government seat. I would suggest apply for as many colleges possible. Also apply for deemed colleges. Very high probability of getting a seat there. 

But then again nothing can be said with absolute certainity. Cz cutoffs may go up or come down.
