Getting a government MBBS seat watching the past records is quite difficult at 540. While it is also not hopeless, you can apply for the 85% state quota seats in your residential state of which you've applied for the domicile of. This can get you into a college surely even with the speculated rise in the cut-offs for UR. The State Quote seats normally go down to 510-20 each year as their closing entries which makes 540 a safe NEET score. It will be close but I think you can get into a government college by the end of it all. Best of luck!

First of all congratulations for doing well in the exam. With 540 marks you can easily get a MBBS seat in government medical colleges under state quota. However with All India Quota getting into government college would be a little difficult with this rank as for that you need to have a score above 600.
As from this year's NTA has become the conducting body of NEET rather than cbse so we would expect little increase in the cutoffs but nothing can be said with confirmation right now.
