Well according to previous years analyis with 540 marks your rank will be somewhat in between 9k to 15k , you are in somewhat the edge line if we consider seat allotment through AIQ in unreserved category, according to me chances of getting a govt college through AIQ is almost next to impossible to  meagre but yes through state quota with these marks and rank you can definitely get a govt college, congrats for such a good score.
