As per your question, as you have an average low rank in jee mains so you may not get any good NIT with core branches as per general category. So at this rank you may get NITS like :-

1) NIT goa:- you may get branch like civil

2) NIT durgapur :-you may get branchesike mechanical

3) NIT hamirpur :--you may get branches like mechanical , electrical

4) NIT puducherry :-you may get branches like ECE

5) NIT raipur:-you may get mechanical engineering

6) NIT AP :- you may get CSE branch here

These are the NITs where you can get core branches .

Your category rank is very low at this rank it is very difficult to get any nit or iiit  college. Rather than nit or iiit you can go for state college counselling.
