Yes definitely you can. Even colleges like Lovely Professional University accepts student above 60% I don't see why you couldn't get a college in Mumbai
You can opt for B.S.C easily into thakur college or nirmala college in Mumbai these are a few names off the bat. If You've ranked in the top 4-5 Lakh in jee mains By the second round you'll get a college from your choice list easily so sit back relax you'll get a college in Mumbai. Just make sure you check the cutoff lists of previous years in the top 5 colleges of your choice in your top 5 preferred course.
