As far as you cleared the cutoff of your category, you're eligible for NEET counseling however with this percentile your chances of getting any government college are very low even if you belong to minorities however you can still predict what colleges you may get with these marks by going through the link of neet College predictor tool given below.

Dear Sir / Ma'm, according to the NEET eligibility criteria if you are a unrserved candiddate then the qualifying cut-off for you is 50th percentile and if you belong to any reserved category it is 40th percentile for you. So, yes according to your percentile you are eligible for counselling. However, just crossing the qualifying percentile doesn't guarantee you a seat.
