The cutoff for JEE advanced varies every year based on different factors like how many candidates appeared, how tough the paper was along with how and performance of candidates appeared.

According to this year, cutoff for GEN EWS candidates it is 70.2435518 percentile. Therefore you are eligible to give JEE advanced with 83 percentile.
