You can apply for any college that you want through JoSAA, with the course that you want no matter what the cut-off. But you will be allotted the course and the college which has cut-off lower than your score and higher in your preference list. So just make a list of all the good colleges near you, and add those names in the list according to your order of preference. You will get the college based on your merit. All the best!

As you mentioned you have secured 85 percentile which means your rank is above 10K. You have to apply for private college to take CSE else you won't get CSE branch if you apply for your state level government college. If you have any reservations then you may get. If you don't have reservation then apply for private college and join one and try to improve your skills. Those will help you make your career.
Its fine to study in private college and lots of students study there. Just to make a difference prepare yourself for the improving career options from the first day. You will land high.
