86 percentile will fetch you almost 170k rank.

I am really sorry to say that you would not be able to get CSE in government engineering college like NITs, IIITs or CFTIs . But you might get it in some local engineering college . You should try to prepare for the coming session of JEE main . If you get rank below 60k , you will get CSE in some IIITs or CFTIs.

Also, CSE  is not the end of the world. There is a huge scope in other branches too like mechanical and civil engineering. One is taught computer language in other courses too. You might get them in CFTIs  with this rank.
