Well, basing upon your category rank in JEE ADVANCED, it seems like you may get admission into IIT but may not get your desired branch. Since you are qualified, you must apply for the counseling so as to get your desired college. And it's better to apply for colleges in your own home state so that the chances of getting admission are high. The CRL is not mentioned now due to your category rank.
