AS per your percentile your rank must be more than 10k. You can get an admission in your domicile  government colleges but it may not be a CSE branch as there are lots of students trying to get an admission and government colleges also have a cutoff.

It's better to go for other branches and choose one which will be suitable for you.

Lets categorize government colleges in two parts first through jee mains that means iits, nits, iiits and gftis where your chances are null and other are state government colleges sorry to say but there also your chances are quite less .
