If you cleared all the individual subject cut off, that is 9% of 132 marks, then you are said to be qualified and also, as you have scored more than 31.5 % of 396 marks then you have cleared the JEE advanced cut off and got yourself a good rank from OBC category.
Now as per the last year stats, with 129 marks in obc category your rank must lie between 2000 to 2100.
So as you can see you definitely got yourself a good rank.
And according to me you must go with IIT.
