I got a govt seat in 1st round of counciling but this college not comfortable to me and I am not admission that college within last date . Can I eligible for choose another better college in 2nd counciling.

If you dont get your desired college in the first counseling then when the second round of counseling appear, just redo the same process again, you will get to appear for the second round all the best.

After first counselling result, since you wish to be admitted in a better college of your choice, you can opt for upgradation of your choice by choosing 'Float' option which will allow you to participate in the second round and be considered for upgradation of college/course choice. You will also be able to make new choices before the second counselling with Float option.
