Dear, sry to say but through SNS u won't get stipend. 

now what u can do is go for second councelling with REG then only u are eligible for stipend.

but one my friend joined in mtech jntuh power electronics through gate2019 he getting stipend every month

Hello aspirant , congratulations. Any student who has qualified GATE . Then take admission in college is eligible for stipend. You would definitely get the stipend. It is something around 12000 rupees , I guess. You are eligible for this stipend.
