Hello ,
Yes you can apply for NIT patna. You can apply for home state quota. It will surely help you in some extent.
There is good possibility to get NIT campus. You can also apply for NIT campus like lucknow, Jamshedpur, Srinagar, Manipur, Mizoram.

You can apply for top branch options as closing cutoff ranges upto 70k to 1 lakh for general home state.
