This is NOT possible. At the time of admission, you'll have to produce the certificate of your class XIIth passing, but at that time you CANNOT produce two certificates to get admission. So, either you can produce the Commerce certificate or the PCB certificate, but in both case you don't satisfy the PCM criteria.
So, you cannot take admission into engineering even after having these two certificates. Hope I have answered your question. All the best!
